NSS Reveals Large-Scale Misappropriation of State Funds
The National Security Service of Armenia has conducted operational and investigative measures resulting in factual data indicating that Kh. A., the head of the transport and road construction department of the Vayots Dzor regional administration, misused his official position in contradiction to the interests of the service or failed to fulfill his official duties. In collusion with responsible individuals from companies operating and constructing the roads of Vayk and Yeghegnadzor in Vayots Dzor, he orchestrated the misappropriation of funds allocated from state resources for the maintenance of the regional roads from 2016 to 2019.
By entering false information into official documents, they fabricated rights-preserving, misleading documents claiming that the above-mentioned companies had carried out the summer and winter maintenance work for the regional highways of the mentioned communities, while in reality, these companies failed to maintain the regional roads and artificial structures in a condition that would meet traffic safety requirements at any time of the year.
As a result, a significant amount of 124,152,000 AMD was fraudulently misappropriated by the responsible individuals from the state budget allocated for the current summer and winter maintenance of the regional roads of Vayots Dzor.
A criminal case has been initiated in the investigative department of the NSS for large-scale fraud, abuse of official powers, official forgery, and document forgery under parts 1 and 3 of Article 178, part 1 of Article 314, part 1 of Article 325, and part 1 of Article 308 of the Criminal Code of the Republic of Armenia. The case has been forwarded according to investigative jurisdiction.
