Conditions for Detention of Syrian Mercenaries Meet International Standards, Observers Group
During the 44-day war unleashed by Azerbaijan against Artsakh, the Armenian side arrested two Syrian citizens, who have been placed in custody as a precautionary measure. This was announced by the group of public observers conducting public oversight in the penitentiaries of the Ministry of Justice of the Republic of Armenia.
The announcement also stated: “They are accused under several articles of the RA Criminal Code of mercenarism, international terrorism, and serious violations of norms of international humanitarian law during armed conflicts.”
The observers group (hereinafter referred to as the Group) assessed the conditions of detention during its visit to the penitentiary institutions. For security reasons, the individuals are being kept in two separate cells. The Group notes that their cells comply with the standards set for one individual. Specifically, the cells are equipped with toilets, have constant water supply, maintain adequate temperature, and have ventilation.
The administration of the institution has informed the Group that they receive three meals a day and have undergone medical examinations twice, with no health issues reported. Thus, the Group concludes that the mercenaries are being held in the penitentiary according to international standards.
