Large Quantities of Various Medicines Imported into Armenia: PERC Disclosure

The State Revenue Committee (SRC) of Armenia has uncovered another case of large-scale tax evasion as part of its daily monitoring efforts.

According to the investigation conducted by the SRC's investigative department under Article 210, Part 2 of the Criminal Code of Armenia, it has been established that individuals K.M., S.M., and A.M. bypassed the legal regulations established by the government's decision N 202-N from February 28, 2019, and Article 21 of the Law on Medicines. They acquired large quantities of various medicines, some registered and some not, from Russia, Ukraine, Georgia, Turkey, and various European countries, and imported them into Armenia.

Subsequently, the aforementioned individuals attempted to sell these medicines through pharmacies registered under different organizations and individual entrepreneurs with no legal connection to them, conducting cash sales without any proper documentation. As a result, significant damage was inflicted on the state.

During the preliminary investigation, extensive and diverse investigative and procedural actions were conducted, leading to the discovery and seizure of unregistered various types of medicines that were to be stamped but had not yet been sold. These items, recognized as physical evidence following the appropriate procedures, have been handed over for safekeeping to the Republic of Armenia's Ministry of Health's Republican Center for Humanitarian Aid.

Initial data regarding the underreporting of turnover has also been obtained. The comprehensive tax inspections revealed that the state suffered approximately 41.6 million AMD in damages, which has been fully restored to the state budget during the preliminary investigation.

The State Revenue Committee confidently continues its fight against the shadow economy, aiming to reduce tax violations and uncover crimes, urging taxpayers to operate solely within the legal framework.
