Aliyev Signs Decree on Appointing 'Special Representatives of the President' in Karabakh

The President of Azerbaijan, Ilham Aliyev, has signed a decree on the appointment of 'special representatives of the president' in Karabakh. This was reported by RIA-Novosti.
