I have literally received thousands of questions, and I confidently say yes, such an offer was made to Nikol Pashinyan."

In October 2018, in Dubai, United Arab Emirates, a senior representative of Nikol Pashinyan's government received a secret letter from a high-ranking official of the Azerbaijani government, acting on behalf of Ilham Aliyev, in a five-star hotel. The contents of the secret letter were as follows: 'We, Azerbaijan, are ready to provide Nikol Pashinyan with $5 billion through European clean funds, which will not be associated with Azerbaijan, for the seven regions of Artsakh.' Pashinyan received this offer in October 2018. This offer was confidential, and it is known to Ilham Aliyev, his envoy, the person who received the offer, Nikol Pashinyan, and Anna Hakobyan, and all of us. I learned about this during the middle of the war when I was trying to sincerely understand why Nikol Pashinyan was surrendering Artsakh," said Minasian.

According to him, he unexpectedly learned about this letter, and high-ranking officers currently serving in Armenia are already aware of it. Minasian revealed that he is aware of a small assembly where the person who received the letter also told the officers that it constituted state treason.

"You may ask me what Nikol's response to this proposal was, whether he agreed to sell our homeland for $5 billion. I admit that I do not know what Nikol Pashinyan answered, but we all know what he did, and I can confidently assert that reflecting on the past 44 days, I am convinced that Nikol Pashinyan and Anna Hakobyan accepted Aliyev's offer and betrayed the Republic of Artsakh and the Republic of Armenia; they are enemies of the Armenian people," Minasian said.

He called on Nikol Pashinyan to confirm or deny his account, saying that if Mikayel Minasian is lying, he should state that no such letter existed. "But before denying it, remember that there are people who know, there are people who received it, there are people who delivered it, and there are also individuals who know the content of the letter."
