New Changes in Artsakh: Haik Khanooyan to Receive a Position

Structural changes in Artsakh are ongoing, and new appointments are expected soon. According to Joghourd newspaper, Artsakh President Araik Harutyunyan has already made a commendable offer for a new position to opposition figure Haik Khanooyan.

Specifically, Khanooyan has been offered the position of Minister of Territorial Administration of Artsakh, with discussions still ongoing. In a conversation with Joghourd, Khanooyan stated, “Negotiations are underway to form a new government.” He did not elaborate on whether he had received such an offer but did not deny the possibility of accepting a position.

In addition, there will also be changes in the foreign affairs sector at the ministerial level. Our sources indicate that an offer has been made to appoint a member of the Artsakh People’s Party as the new Foreign Minister, replacing Masis Mayilyan.

It should be noted that the president of this party is former Artsakh National Assembly President Ashot Ghulyan, whose party overcame the electoral threshold in this year’s parliamentary elections. Furthermore, Araik Harutyunyan has decided to respond to the current situation by seeking unified governance and appointing new individuals to positions.

In this context, Vitaly Balasanyan replaced Samvel Babayan as the Secretary of the Security Council of Artsakh, while Mane Tandilyan moved from Yerevan to Artsakh to take up the Minister of Labor and Social Affairs position.
