One Year Later, Yet the Dates and Deadlines of Transitional Provisions Have Not Changed

The former head of the Higher Qualification Committee, Smbat Gogyan, wrote on his Facebook page:

“I just compared the version of the 'Law on Higher Education and Science' posted on e-draft in December 2019 and the version approved by the government last week. In total, 1 sentence and 1 text in parentheses were added. Overall, there are 315 characters, including 31 spaces, 6 punctuation marks, 16 'and' letters (which are two symbols each), and one instance of 'Republic of Armenia.' There remain 237 characters which do not contribute to any substantive change. During this period, more workdays have passed. It turns out there has been less than one character’s worth of change per day, while the law has been pushed through the National Assembly as urgent. One more absurdity... A year has passed since the draft law was circulated, but the dates and deadlines of the transitional provisions have not been changed. At least they could have postponed those deadlines by a year. Otherwise, soon some deadlines will expire, but the law will still not have been adopted.”
