During an online discussion organized by the Public Journalism Club, Artsakh Ombudsman Artak Beglaryan presented the current situation regarding prisoners of war and the missing, the obligations of responsible authorities, and the work accomplished by the human rights defenders of Artsakh and Armenia, as well as existing challenges.
He specifically stated: “Key points of my speech were:
- The state authorities, especially the Ministry of Defense's commissions on prisoners of war and the missing, are obliged to do everything possible for the return of bodies and prisoners and for the clarification of the fates of the missing.
- The Office of the Human Rights Defender functions in a supportive role and we are doing everything we can to collect data and support the work of various bodies.
- The Azerbaijani side is intentionally and criminally delaying the processes, while constantly releasing new videos that testify to the inhumane treatment of Armenian prisoners of war and civilians, aiming to exacerbate internal tensions and suffering within Armenian society.
- Over 400 Armenian soldiers' bodies have been retrieved or exchanged from various locations, including Shushi, Martuni, Red Market, Mataghis, and Vank village of Hadrut.
- State authorities are obliged to maintain effective and as transparent communication as possible with the families of prisoners and the missing and the entire society regarding ongoing works and results.
- The relatives of prisoners of war and the missing, others, and the media should be cautious when publishing information about them to avoid harming the search and rescue efforts.
