Procedure for Providing Assistance to Registered Citizens in Artsakh

(One-time assistance of 68,000 + 15,000 AMD)

A beneficiary (who is using the one-time assistance program of 68,000 AMD) is a citizen registered in Artsakh who has been displaced due to the war unleashed by Azerbaijan on September 27, 2020, and is currently in the Republic of Armenia or has returned to Artsakh. If the beneficiary does not own (including shared) or rent immovable property in the Republic of Armenia (except for agricultural land), they will receive additional assistance (compensation for accommodation expenses) by increasing the one-time monetary assistance by 15,000 AMD.

The provider of assistance (designated and paid by) is the Social Security Service of the Ministry of Labor and Social Affairs of the Republic of Armenia (hereinafter referred to as the Service).

Procedure for Providing and Application Deadline: Based on an application submitted electronically, starting from November 23, 2020, until December 20, 2020, by entering the relevant software environment from the website oliоe.ssa.am and providing the necessary data to the Service.

The data to be provided to the Service:

1. If the beneficiary is an adult at the time of application, the beneficiary's first name, last name, series, and number of the identity document.
2. If the beneficiary is a minor, the first name, last name, series, and number of the identity document of the parent, the first name and last name of the child, the electronic copy of the birth certificate.
3. The email address and mobile phone number for feedback from the beneficiary (or the parent if applicable).

Grounds for Rejection of Application:

1. The submitted data is not credible (the data does not correspond to the information available in the state population register).
2. According to the data obtained from the civil status registration bodies at the time of application, there is a state record of the beneficiary's death.
3. The beneficiary is not registered in Artsakh.
4. At the time of application, the beneficiary is a minor, and the parent is not a recipient of the assistance program for registered citizens in Artsakh.
5. The beneficiary has earned a salary or equivalent income from January 1 to September 30, 2020, or has been registered as an individual entrepreneur in the Republic of Armenia during the same period (having been registered as an individual entrepreneur until October 1, 2020, or having ceased such activity from January 1 to September 30, 2020).
6. The beneficiary has been calculated a salary or equivalent income for October 2020 from the state or local budget of Artsakh.
7. The beneficiary is male, born between November 10, 1962, and September 27, 2002, inclusive, and does not have a first or second group disability.
8. As of October 1, 2020, the beneficiary has the right to receive a pension in the Republic of Armenia or Artsakh, and the monthly pension amount for October 2020 exceeds 68,000 AMD.
9. According to the information available in the border electronic management information system of the Republic of Armenia, the beneficiary has not been in the Republic of Armenia or the Republic of Artsakh as of November 16, 2020.
10. A confirmed application exists for the beneficiary.

Notification of Application Review Results: The Service will immediately send an electronic message to the email address of the beneficiary for feedback regarding the rejection, approval, or registration of the application. The electronic message will contain the reason for rejection if the application is denied, and the calculated amount of monetary assistance (including the additional support amount of 15,000 AMD separately) if the application is approved.

Method and Means of Payment of Assistance Amount: In cash via Haypost, based on the identity document of the beneficiary, after sending an electronic message to the beneficiary's mobile phone regarding the receipt of support by the Service.

The deadline for receiving the one-time monetary assistance and additional support is March 1, 2021.
