Restrictions and Regulations to Take Effect in Armenia and Artsakh from October 2

The Government of Armenia informs that, in addition to the statement regarding checkpoints of the National Security Service of the Republic of Armenia, due to security considerations under martial law in the Republic of Armenia and Artsakh, a number of restrictions and regulations will come into effect starting October 2. This information is provided by the Information and Public Relations Department of the Prime Minister's Office.

“1. To ensure uninterrupted communication between Armenia and Artsakh and to relieve the roads, the movement of individuals and vehicles from the Republic of Armenia to Artsakh will be restricted, except for transfers conducted for the needs of the Defense Army and the government of Artsakh, as well as in exceptional cases based on permits granted by the Government of the Republic of Armenia.

To obtain these exit permits from Armenia, applications must be submitted to:
a. For individuals: via email to [email protected], justifying the purpose of the visit, providing personal data of the citizens traveling to Artsakh, a photocopy of an identifying document, and mentioning the company’s tax identification number.
b. For legal entities: via email to [email protected], justifying the purpose of the visit and attaching a photocopy of an identifying document. It is reminded that permits for citizens to exit Armenia will only be granted in exceptional cases.
c. For local media: via email to [email protected].
d. For diplomatic representations and consular institutions accredited in Armenia, and international organizations with equivalent status: via email to [email protected].
e. For international media: via email to [email protected].

2. We also urge refraining from collecting and transporting goods to Artsakh through individual initiatives for support. It should be noted that any food and non-food items and pharmaceuticals are subject to sorting, shelf life, safety, and preservation regulations that can only be ensured by qualified specialists. Therefore, any assistance should be transferred through regional administrations, community councils, and municipal departments, who will also present the list of necessary supplies.

3. In order to coordinate the process of providing social and material assistance to Artsakh, a unified headquarters has been established under the leadership of the head of the Prime Minister's Office, Edward Aghajanyan. Starting October 2 at 10:00, the military situation information hotline will operate under the headquarters at the phone number 117, which you can call for inquiries related to the martial law, except for issues concerning the Ministry of Defense. You can also join from abroad at the phone number (+374)10527000,” the message reads.
