Despite Politik.am's Failure to Find Answers to Questions, Arthur Manukyan LLC is Registered: Infocom

Yesterday, on September 23, Politik.am published an article revealing that 43 million drams have been allocated for the organization of cultural events on the occasion of Independence Day to a company whose information is impossible to find, and that the company has no employees. At the end of the article, the website concluded that the contract with "Arthur Manukyan" LLC poses corruption risks, which the ruling party is obliged to explain.

This was reported by Infocom. The article particularly notes that none of the 30 or more "Arthur Manukyan" LLCs available on the official state registry matches the tax identification number (TIN) provided in the contract. Moreover, Politik.am attempted to find information about "Arthur Manukyan" LLC from the tender-monitoring.am platform, which, unlike armeps.am and petekamutner.am systems, is not official, and while accessing the site, it suggests verifying data against the aforementioned state websites.

To obtain information about the employees of "Arthur Manukyan" LLC, Politik.am used the 1000plus.am website of the Soldiers' Insurance Fund and concluded that the mentioned LLC does not exist in the official state registry and has no employees, as there were no payments made to the Soldiers' Insurance Fund.

Despite Politik.am's failure to find answers to its questions, "Arthur Manukyan" LLC is nevertheless registered in the legal entities registry. It was registered on January 17, 2020. The founder of the LLC is producer Arthur Manukyan. The State Revenue Committee's official site informs us that the legal address of the mentioned LLC is 12 Nekrasov Street, and the LLC is engaged in the production of cinema and video films, as well as television programs.

Arthur Manukyan has, under a contract signed with the Prime Minister's Office this year, provided services for the organization and servicing of cultural events on the occasion of Independence Day, including the organization of the annual awards ceremony "Hero of Our Time".

The media contacted producer Arthur Manukyan, who mentioned in our conversation that he also participated in the events organized last year for Independence Day: "Last year, the events dedicated to Independence Day were organized by Public Television, and I had signed a contract with them; as a director, I went and provided my service."
