Tigran Keyan, president of the NGO "Driver's Friend," wrote in the Facebook group for the Traffic Police and Red Lines:
“You remember, don't you? Recently, an unconstitutional law was passed, according to which the acts of the Traffic Police should first be appealed to a higher authority before being sent to the administrative court. Additionally, there is now an obligation to pay a state duty. Now, in the case of masks, if the Traffic Police issued a fine, it should be appealed according to this principle. However, if the Police of Special Tasks issued the fine, it should follow the old format. As a result, it turns out that the same violation can be appealed in different ways.”
