While examining the "Building permits in exchange for KamAZ trucks" deals, I was thinking about what could drive a person with considerable life experience and reputation to partake in such cheap transactions. This is noted by Davit Khajakyan, the head of the "Lus" faction of the Yerevan City Council, regarding the resignation of chief architect Arthur Meshchyan.
