Proposal to Donate Apartments Allocated to 163 Families to Foster Home Graduates – Batoyan
The Minister of Labor and Social Affairs, Zaruhi Batoyan, has made a statement on her Facebook page:
“Tomorrow, a project will be discussed at the Government meeting, proposing to donate the residential spaces or apartments allocated to 163 families from 2003 to 2015 to the graduates of the foster home that occupied them. The apartments were provided for free use for a period of 10 years. The contract stipulated that the apartment could later be privatized or rented. Despite this, the requests from the graduates of the foster home were not processed.
In 2019, for the remaining beneficiaries included in the waiting list but who did not receive apartments, who are citizens of the Republic of Armenia, and who exited the foster home after turning 18 since 1991 and do not have residential property (have not alienated it in the last 5 years), the Ministry initiated the process of granting certificates for purchasing apartments. As a result, graduates are given the opportunity to acquire an apartment with ownership rights.
Thus, individuals with the same status found themselves in unequal conditions. We have initiated the project to ensure a uniform approach.
By the way, the technical condition of the buildings occupied by three graduates (according to data provided by the Urban Development Committee) was assessed as having the 3rd degree of damage back in 2003-2004, that is, before the contracts were signed. They will be provided with certificates for purchasing apartments,” she stated.
