Discussion on Strategic Plan for Improving the Development and Governance of the State Revenue Committee

Prime Minister Nikol Pashinyan held a consultation during which the strategic plan for the development and improvement of the governance of the State Revenue Committee (SRC) was discussed.

SRC President Edward Hovhannisyan reported that the plan includes five strategic goals in the form of 67 measures aimed at improving and enhancing tax and customs administration, increasing the efficiency of the SRC system, reducing the administrative burden on taxpayers, and reducing tax evasion.

It was noted that 14 new measures have been added to this program compared to the strategic program adopted last year. These include the implementation of an automated system for state fee registration, an electronic system for reducing reporting requirements, and the development of a web version of the “Electronic Accounting Documents and Books” system.

The plan aims to update the processes for returning amounts exceeding the maximum amount of social payments calculated and transferred from multiple sources, as well as enhance the mechanisms for monitoring state fees. The program will also improve the processes for identifying, assessing, and mitigating tax compliance risks.

The measures will also address the management system for customs risks related to individuals and personal use of vehicles, the establishment of centralized weighing and express cargo registration systems, and the development of monitoring mechanisms for electronic commerce.

It was mentioned that a specific timeline is planned for the implementation of each measure. Prime Minister Pashinyan emphasized the importance of the effective implementation of the measures outlined in the program and stressed that this program should serve as a continuation of the strategic program aimed at the development and modernization of the SRC system, adopted last year. The government leader instructed that the program be refined based on the discussions and presented for government approval.
