Evidence Indicates Targeted Aggression by Azerbaijani Armed Forces Against Armenian Civilians, 13 Criminal Cases Initiated

On July 13 and 14, 2020, Azerbaijani military posts fired various types of weapons, including firearms and artillery, towards several settlements in the Tavush region along the Armenian-Azerbaijani border. Notably, the targeted areas included Berd city and the communities of Aygepar, Chinari, Norashen, Nerkhin Karmiraghbyur, and Tavush.

The gunfire and shelling, which were aimed with the intention of killing Armenian citizens, resulted in damages of varying degrees to the peaceful residents, as well as to private and movable property and civilian and production facilities located in these settlements. Specifically, damages were reported in the following locations:

  • Aygepar: 9 private houses, a civilian-owned “Ford Transit” vehicle, and a brandy factory, as well as significant damage to a police checkpoint that is part of the regional police department, resulting in gunshot wounds to two officers on duty at that location.
  • Chinari: 4 houses, and a private “GAZ 53” vehicle owned by a resident.
  • Nerkhin Karmiraghbyur: 6 houses.
  • Berd: damage to a functioning brandy factory.
  • Norashen: damage to a private “UAZ” vehicle owned by a resident.
  • Tavush: damage to a gravestone and retaining walls.

Fortunately, no human casualties were reported, as residents and employees of production enterprises were able to take shelter in basements, bunkers, or other safe areas.

In response to these incidents, the Investigative Committee of Armenia's Tavush regional division initiated 13 criminal cases, of which 12 are under Article 34-104, part 2, points 6 and 13, and Article 185, part 2, points 1 and 4 of the Armenian Criminal Code. One case relates to Article 34-104, part 2, points 1 and 4.

The criminal cases are currently being processed. Urgent investigative actions are being implemented within the preliminary investigation framework, and expert examinations have been ordered. The preliminary investigation has already established that the border settlements and civilian objects in Armenia have been intentionally targeted by Azerbaijani military forces based on motives of national hatred, with the aim of unlawfully depriving peaceful residents of their lives and destroying property in a manner that poses a threat to many lives.

Further information will be provided later regarding the criminal actions committed by the Azerbaijani armed forces against Armenian military personnel and military installations, as well as the corresponding legal proceedings.
