Naira Zohrabyan Appeals to International Organizations

Dear Honorable President of the OSCE Parliamentary Assembly Georgi Tsereiteli, Honorable President of the Council of Europe Parliamentary Assembly Rik Daems, and Honorable Commissioner for Human Rights of the Council of Europe Dunja Mijatović,

As you may already know, since July 12, the armed forces of Azerbaijan, a member of the Council of Europe, have been systematically shelling the northeastern border settlements of the Republic of Armenia with various caliber weapons. The settlements in the Tavush province have been under Azerbaijani fire for the past two days, and the shelling is carried out in such a manner that poses a real threat to civilian settlements, the health and lives of the residents, and their properties. As a result of the shelling of the border village of Movses, a residential house was damaged while four minor children were present at that moment.

This morning, the Azerbaijani armed forces targeted the civilian infrastructure in the city of Berd, Tavush province, using a strike drone, jeopardizing the lives and health of the peaceful population.

These military provocations are a continuation of the persistent warlike rhetoric from the political leadership of Azerbaijan, which seriously violates all fundamental principles of international law. Azerbaijan consistently disregards all its international obligations and conventions it has signed, continuing to target peaceful settlements and inhabitants.

I would also like to emphasize that with such military provocations, Azerbaijan also ignores the call from the UN Secretary-General to refrain from military actions in all corners of the world due to the pandemic.

Dear Honorable President of the OSCE Parliamentary Assembly, Honorable President of the Council of Europe Parliamentary Assembly, Honorable Commissioner for Human Rights of the Council of Europe, I draw your special attention to Azerbaijan’s provocative actions, as the entire responsibility for the consequences of the escalation of the situation will rest exclusively on the military-political leadership of Azerbaijan.
