In this regard, the office of Haik Konyraryan, head of the Armenian delegation to the OSCE PA, issued a statement saying: "This format was new, while the accusations from the Azerbaijani delegation were old. Azay Guliyev spoke about the conduct of elections in Artsakh, the presence of the Armenian Prime Minister at the swearing-in, and accused Armenians of undermining peace.

The Armenian response is a reminder that these were democratic elections, which is incomprehensible for a country with the same president since 2003, where power is transmitted by inheritance. I would like to remind you that the 1994 ceasefire agreement is still in effect and has no time limitations, and Armenia and Artsakh are committed to it. We consistently condemn the use of force and work on creating a peaceful environment, but, unfortunately, the warlike rhetoric and territorial claims of one side—the Azerbaijani—make conflict resolution impossible. Regrettably, neither the co-chairs nor the international community's statements deter Azerbaijan. Therefore, we emphasize the importance of implementing ongoing monitoring; it must not be ceased, especially during pandemic times,” said Haik Konyraryan, head of the RA National Assembly delegation to the OSCE PA.

Our representative reminded that Mr. Guliyev has repeatedly denied even the existence of the people of Artsakh. If you truly want a peaceful resolution, are you ready to make the same statement that Prime Minister Pashinyan made—namely, that the solution must be acceptable to the peoples of Artsakh, Armenia, and Azerbaijan?

“When Mr. Guliyev speaks about the rights of the Artsakh people and says he does not understand what that means, I believe the reason lies in not understanding the very phenomenon of human rights. The absence of human rights in Azerbaijan is reflected even in Mr. Guliyev's words. When you talk about democracy, I would like to say that Armenia is a democratic country, and if someone, be it a businessman or an official, commits a crime, they must answer for it. This is something that is incomprehensible to you, Mr. Guliyev. Now, let’s look at Azerbaijan: the acting president has been in power since 2003—17 years. He inherited the presidency from his father. This is not democracy. This is hereditary rule, nepotism, family dictatorship, but never democracy. This is why you do not understand Armenian democracy; the problem is not ours, but yours, Mr. Guliyev,” Konyraryan stated.
