What Declarations Were Submitted by the 10 Regional Governors
The declarations of the regional governors of Armenia have been published on the website of the Commission for the Prevention of Corruption. According to Tert.am, the highest salary among governors was received by Ararat Region's Governor Garik Sargsyan, amounting to approximately 15.5 million drams, with an average monthly income of 1 million 289 thousand drams. Other governors received salaries ranging from 10 to 12 million drams during 2019.
Notable was Kotayk Region Governor Romanos Petrosyan’s acquisition of real estate, a 51 million dram apartment in the Arabkir administrative district last year.

Ararat Region Governor Garik Sargsyan
Garik Sargsyan has declared one real estate—a private house in the Nor Kyanq community of Ararat. He does not possess any vehicles; at the beginning of the year, he had 956,000 drams in his bank account, which decreased to 859,000 drams by the end of the year. He also declared 260,000 drams in cash at the start of the year and 180,000 drams by year-end. Sargsyan received a total of 15 million 468 thousand 768 drams from his salary and equivalent payments, averaging 1 million 289 thousand drams per month, making him the highest-paid governor.
Aragatsotn Region Governor Davit Gevorgyan
Davit Gevorgyan does not own any real estate. He declared a 2005 VOLVO passenger car, purchased in 2014. At the beginning of 2019, the Aragatsotn Governor had 3 million drams and 5,083 dollars in his bank account, which increased to 10 million 678 thousand drams and 7,466 dollars by year-end. His cash assets at the year’s beginning were 95,000 drams and 17 dollars, growing to 231,000 drams and 834 dollars by year-end. He earned a salary totaling 12 million 78 thousand 654 drams.
Armavir Region Governor Hambartsum Matevosyan
The Armavir Governor declared an apartment in the Kentron administrative district of Yerevan, purchased in 2017, and has no vehicles. His bank account had 1 million 9 thousand drams at the beginning of the year and increased to 2 million 155 thousand drams by year-end. He also declared 20 thousand dollars and 2 million 300 thousand drams in cash. His total salary amounted to 10 million 754 thousand 536 drams.
Gegharkunik Region Governor Gnel Sanosyan
Gnel Sanosyan owns one private house and two plots of land in the Tsakqar community of Gegharkunik Province. He also declared a 2002 MERCEDES-BENZ passenger car, which he bought in 2014. His bank account showed 469,000 drams at the beginning of the year and dropped to 653 drams by year-end. He declared 750,000 drams and 45,000 rubles at the start of the year, increasing to 1 million 400 thousand drams and 70,000 rubles by year-end. His overall income from salary and equivalent payments was 10 million 801 thousand 548 drams.
Lori Region Governor Andrey Gukasyan
Andrey Gukasyan declared four real estate assets, including an apartment, a public facility, and land in Vanadzor, as well as multiple apartments in a multi-residential building in Yerevan’s Kentron district. He purchased a 2007 MERCEDES-BENZ passenger car in 2015. His cash assets were 8.7 million drams at the beginning of the year and 7 million drams by year-end. His income from salary and equivalent payments totaled 11 million 149 thousand 713 drams.
Kotayk Region Governor Romanos Petrosyan
Romanos Petrosyan had two apartments at the beginning of the year in Abovyan and a plot of land in the Akunk community of Kotayk. On October 3, 2019, he purchased a 51 million 357 thousand dram apartment in the Arabkir administrative district. On October 30, 2019, he sold one of his apartments in Abovyan for 17 million 800 thousand drams. Petrosyan has taken a loan of 35 million drams. Presumably, he financed the purchase of the new apartment in Arabkir with the proceeds from the sale and the loan. He also declared a 2004 BMW passenger car, acquired in 2013. His bank account had 568,000 drams at the beginning of the year and decreased to 2,000 drams and 1,922 dollars by year-end. He also declared 850,000 drams in cash. His income from salary and equivalent payments totaled 11 million 522 thousand 445 drams.
Shirak Region Governor Tigran Petrosyan
Tigran Petrosyan assumed the governorship on February 12, 2019, receiving a comparatively lower salary and bonuses, totaling 7 million 565 thousand drams. Before his appointment, he earned 470,000 drams from the Armenian Caritas Charity Organization and 80,000 drams from Shirak State University in 2019. At the time of taking office, the Shirak Governor had no real estate, but on December 9, 2019, he acquired an apartment in Gyumri worth 19 million 500 thousand drams. Under 'other income', he indicated he received 18 million 500 thousand drams from the bank, presumably a loan, which was likely used to purchase the apartment.
