The Prime Minister of Armenia, Nikol Pashinyan, began his briefing after the meeting of the commandant's office with words of gratitude directed to all those who comply with the anti-epidemic rules. Pashinyan noted that the number of rule followers is increasing day by day.

There is also an increasing number of individuals who actively urge others to adhere to the rules. Pashinyan also referred to his live connection earlier in the morning, during which he touched upon the psychological aspect of non-compliance with the regulations. He mentioned that many have agreed with his approach in the comments, including experts.

Pashinyan stated that civilian-dressed police will be involved in ensuring compliance with the anti-epidemic rules. They will not act personally, but will identify administrative violations with the assistance of groups. 'Our research shows that the virus spreads in nearby addresses, meaning it spreads from the yards, and civilians will also be engaged to monitor the yards in groups of two. The main source of virus transmission is the yards, funerals, and 'under-the-table weddings,' he said.

The Prime Minister also called on citizens to report violations of anti-epidemic rules by calling 1-02. Experience shows that many citizens do not adhere to the anti-epidemic rules, and therefore administrative measures will be strengthened.

'There is news circulating that the administrative fines that have been imposed until now will be canceled. I want to say, dear compatriots, such hopes are in vain. The administrative penalties established for the anti-epidemic rules will not be canceled, and they must be paid. However, our desire is not to fine citizens.'

He also addressed the question of measures being taken to expedite processes at border checkpoints, stating, 'We have streamlined procedures at our customs points to ensure that exports occur as quickly as possible, as we are entering a season for agricultural product exports, which spoil quickly.'

'We are in contact with our partners in Georgia and Russia and already have a representative in Upper Lars. I hope we will organize everything at a high level. At least at this moment, we have no disturbing signals,' he added.

'Our greatest advantage and perhaps our biggest problem is that we operate with 100 percent transparency.' The Prime Minister stated while addressing the impact of mistakes made by the government and the health ministry. 'We have no problem hiding or downplaying our shortcomings, mistakes, and failures. We want to correctly diagnose our situation so that we can come up with correct solutions. As for blaming citizens, how can we do that? After all, the citizen becomes the number one victim of this situation. How can we blame a victim for the situation they find themselves in? In this case, we must and are obligated to present the reasons to citizens, to present the truth about what the causal relationships are that lead us to this situation.'
