Azerbaijan sacrificed a general, two colonels, a lieutenant colonel, and a major to maintain positive relations with Kazakhstan. This was stated by expert Karen Hovhannisyan on his Facebook page.

He specifically noted: “At the end of April 2020, it became known that an incident occurred in the Caspian Sea where Kazakh border guards shot one Azerbaijani fisherman who had crossed the border and wounded two others. They were from the Neftchala region. This incident created quite contradictory sentiments within Azerbaijan since the Kazakh border guards shot the fisherman directly in the head, meaning they fired with lethal intent. In Azerbaijan, it was believed that this was not a befitting action from a friendly country.

The dictator of Baku found himself in a desperate situation, as these gunshots directly related to him, yet he could not afford to ruin relations with Kazakhstan. Thus, a decision was made to arrest the deputy head of the state border service, a general, on charges of accepting bribes. Allegedly, the fishermen had bribed the general to fish in neutral waters. However, it turns out that the fishermen's business was so lucrative that they did not just bribe the general, but also several colonels, a lieutenant colonel, and a major... This is what the value of relations with Kazakhstan meant for high-ranking Azerbaijani border officials.
