What is there to be ashamed of when no effort has been made in personnel development, Khajakyan to Pashinyan

Raising salaries is good, but that is hard to call a reform. This was stated today, May 6, by Davit Khajakyan, the head of the "Lus" faction of the Yerevan Council, on his Facebook page, commenting on Prime Minister Nikol Pashinyan's statement regarding state employees receiving 26,500 drams.

He specifically noted: “Speaking about the law enforcement system employees who, not being beneficiaries, applied for the 9th measure and received that money due to the deficiencies of the system, the Prime Minister said he is 'ashamed' for those people. I believe that it is the official who has not implemented any reforms in that system during his two years in office and has failed to change the perception and nature of the police system who could have 'felt ashamed' for them. However, when no effort has been made in personnel development, what is there to be ashamed of... perhaps one should be ashamed for two years of inactivity. Raising salaries is good, but that is hard to call a reform.
