I Hope Karapetyan Will Calm Certain Cadres Working Against Revolutionary Values: Daniel Ioannisian
Daniel Ioannisian, the founder and program coordinator of the 'Informed Citizens' Union' NGO and a member of the Public Council, wrote on his Facebook page:
“To be frank, two years ago around this time, I had suggested a scheme for awarding colonel insignias to Ararat Mirzoyan and then Nikol Pashinyan. At that time, it was a revolution and we needed revolutionary people with colonel insignias in leadership and deputy positions of law enforcement agencies. However, instead, Valery Osipyan and Arthur Vanetsyan were appointed... Now this method is being applied when, long ago, the institutional reforms should have been implemented that would allow real public governance and personnel policy to be carried out without exploiting legal loopholes.
P.S. Before Argishti Karapetyan, similar schemes for colonel insignias were awarded to the merciful Georgy Kutooyan (in 2016) and Arthur Osikyan (in 2009). Unlike Karapetyan, the latter two remained in an 'interim' position (for formality) for about 10-15 days.
P.P.S. Nevertheless, I hope Argishti Karapetyan will calm certain cadres working against the revolutionary (democratic) values in the NSS and will develop a reform package for that organization.
