Unclear Information Surrounding Cigarette-Related Aircraft Detention: Chagharyan

Former advisor to the Prime Minister on civil aviation Hakob Chagharyan wrote on his Facebook page: "There are absolutely incomprehensible details in the story of the aircraft detained with cigarettes at the moment - How can one fly from Armenia to Afghanistan, with stops in Krasnodar and Dushanbe? - Did the cargo come from Afghanistan, or was it Armenian tobacco? If it was Armenian, then what is the connection to Afghanistan and Dushanbe? - The Ministry of Emergency Situations of Armenia does not have an aircraft. This is specifically about the Il-76, even if it is not mentioned. The Ministry of Defense has one. Now, is our Ministry of Defense aircraft detained, or is it another aircraft? - The operator of the aircraft is usually not the owner of the cargo. They are only the carrier. If the cargo (even if contraband) has the relevant accompanying documents (AirWay Bill, Cargo Manifest...) and other document requirements have been fulfilled, without which I rule out the release of the aircraft from "Zvartnots", then why is the aircraft detained along with the cargo?"
