Ararat Governor Lacks Command of Duties, Spreads Slander: Avshar Community Head

Following the change of power in the Republic of Armenia, the position of Ararat Governor was taken by an individual who lacks understanding of the official duties that should be performed. This was noted by the head of the Avshar community on the municipality's Facebook page.

“Instead of carrying out his legally prescribed functions, from his first day in office, the governor has been occupied with spreading slander and malice in the region, turning people against each other.

The governor's actions were also revealed when he sent defamatory information regarding the building of the old school in Avshar, which is categorized as a third and fourth category emergency building, to the Prosecutor General's office of the Republic of Armenia, claiming that a crime had allegedly been detected. As a result, police operations were conducted for several months by the Ararat regional police, checking the actions taken by the municipality concerning the old school building in previous years in accordance with legal regulations.

After months of inspections, it became clear that there were no signs of criminal activity or violations of the law in the actions taken by the then-municipality. Therefore, this case should have been closed, and the slanderer should have faced accountability.

Later, we learned that the police had forwarded the case to the Investigative Committee of the Ararat region, where numerous investigative actions were also carried out, lasting several months. The investigator decided to terminate the criminal case based on the absence of crime.

The legal decision made by the investigator was appealed, after which the investigator's decision was annulled, and broader investigative actions were initiated by the same investigator.

The second or repeated investigative actions lasted several months, longer than the first investigative activities. After the completion of these second investigative actions, the investigator decided to terminate the criminal case based on the absence of crime and the statute of limitations.

I am also confident that direct or indirect acts of slander will continue, but I would like to state that these will not yield the desired results.”
