Procedure for Applying for the 9th Measure for Neutralizing the Economic Consequences of Coronavirus Simplified
Under the framework of the 9th measure for neutralizing the economic consequences of coronavirus, it will now be sufficient to enter only the name, surname, and the series and number of the identity document of the applying parent. Additionally, electronic copies of documents (child’s birth certificate, regardless of the child's birth date, marriage certificate, paternity recognition certificate, guardianship documents) must be attached. Furthermore, the details of the birth certificate are only filled out if the child's birth registration has been carried out in a foreign state, the application is made by the child’s guardian, or based on data received from the civil registration authorities for children born in Armenia, and the applying parent and child have not been identified and the previously submitted application was rejected on that basis.
The requirement to enter the public service identification number (social security card), children’s and parents’ date of birth, month, year has been eliminated. Additionally, the previously stipulated requirement for the child under 18 and the parents to have permanent residence in Armenia has been removed. Henceforth, under the measure's terms, a family can be eligible if at least one parent and the child were located in the administrative territory of Armenia between March 12 and March 31, 2020.
The condition that the child and the applying parent must be registered at a residence address in the state population registry has also been lifted. Identification of the applying parent or guardian will only be carried out through a simplified system using data from the population registry.
It should be reminded that according to the relevant government decision, the list of beneficiaries of the 9th measure for neutralizing the economic consequences of coronavirus has been expanded. Henceforth, the beneficiaries will also include the guardian and a parent registered as having employment as of March 12, 2020, who is on leave for taking care of a child under 3 years old, whose spouse is unemployed, or the parent whose employer has been dissolved with official registration of dissolution.
If the previously submitted application was rejected based on data from the civil registration authorities regarding the non-identification of the child born and registered in Armenia and the applying parent, a new application must be submitted, attaching the necessary electronic copies of documents.
If the previously submitted application was approved but the beneficiary was included in the payment list only for some of the children under 18 in the family, a new application must be filled out since the data base concerning children has been updated.
If the application is rejected due to the parent's employment status, according to information from the tax authority, the parent(s) are registered workers or hold a status as individual entrepreneurs, then the individual cannot be considered a beneficiary of the measure unless the parent is currently on leave for child care.
In all cases, the list of beneficiaries and the amount of payment to be transferred to the bank will be published on online.ssa.am on the day the payment list is established. In all cases where the submitted application is not rejected, processing of data will be carried out within five working days. After the registration of an approved application, there is no need to submit another application or to obtain information through any other platform.
