Short Analysis for Those Asking If This Is Good or Bad: Davit Pedanyan on Legislative Changes Regarding Red Lines
Member of the National Assembly of Armenia’s Standing Committee on State and Legal Affairs Sisak Gabrielyan has announced that a draft law has been authored together with My Step faction MP Sipan Pashinyan, which proposes to leave the red lines designated for parking in Yerevan only in the Central District and certain parts of Arabkir.
Co-founder of the NGO "Driver's Friend" Davit Pedanyan has addressed the proposed changes on his Facebook page. His post is as follows:
"Short analysis for those asking if this is good or bad. And for those thinking that we are being done a favor:
- Red lines will be removed from 10 administrative districts, as they were operating at a loss.
- The requirement for video recording will be mandatory, which is not good; it should have been regulated legally long ago. For years we have proven that it is illegal, and only now are they trying to bring it into a legal framework.
- The annual subscription period expires one year after the payment deadline, which is normal. It has been a mistake until now; this is not good but normalizing it is a correction.
- In any case, the fee remains the same for two administrative areas, the same 12,000 fee, due to the lack of parking spaces.
- Video footage will be provided to citizens; that’s good. It really is good. The police have tools to work, as they are unable to resolve any cases of theft or damaged vehicles.
- It’s very interesting how they will evacuate cars without license plates; I just want to see that.
What is our vision? To remove the fee until public transport is utilized. Until people have alternatives to move without a car. In any case, the draft will be put into circulation; we will talk about it, in a sense it’s up in the air."
