The State Revenue Committee Urges Truck Drivers Entering Georgia from Armenia to Follow Specified Guidelines

The State Revenue Committee has announced that Georgia has published guidelines regarding the movement of trucks within its territory, which are presented below. The Committee urges truck drivers entering Georgia from Armenia to adhere to the specified rules.

“The movement of trucks registered in foreign countries within the territory of Georgia must be carried out under the following conditions:

After completing procedures at the customs checkpoint, the truck must proceed directly to its destination without stopping (stopping is allowed only in specially organized areas (STOP POINTS), at locations for acquiring mandatory civil liability insurance policies, and in parking areas located at customs checkpoints).

At STOP POINTS, drivers are allowed to refuel, purchase a road usage card, organize their vehicle, and acquire personal items/food.

In case of difficulties (vehicle breakdowns, health deterioration, etc.), the driver should contact the relevant services and must remain in the vehicle until they arrive. For this purpose, the driver should call the Ministry of Internal Affairs' emergency assistance and disaster management center at telephone number 112.

Trucks must leave Georgian territory:

  • When transiting (except for the "Kazbegi" border checkpoint or movement in the direction of "Kazbegi") within 24 hours after entering the country.
  • In other cases (including transiting at the "Kazbegi" border checkpoint or moving in that direction), within 48 hours after entering the country.

It is assured that the payment will be made electronically (online purchases, credit card, etc.), and personal protective equipment (medical mask, gloves, etc.) will be used.

The following are defined as specially organized areas (STOP POINTS):

  • Urbnisi - Kareli region, Village Urbnisi, cadastral code 68.16.45.054;
  • Terjola - Terjola region, Village Siktarva, cadastral code 33.08.38.224;
  • Gori - Gori region, Village Tiniskhidi, cadastral code 66.44.02.033;
  • Zestafoni - Zestafoni region, Village Argveti, cadastral code 32.03.34.211.

The time spent on customs procedures and at parking areas near customs points required for customs clearance is not included in the movement timeline.

The driver of a motor vehicle will be fined 3,000 Lari for violating the above rules (except in cases of not fulfilling guarantees, or when weather conditions or other external factors make compliance with the specified conditions difficult or impossible). Additionally, if the violation pertains to the movement timelines, the vehicle must leave Georgian territory immediately; otherwise, the driver will face a 14-day quarantine, and the vehicle will be taken to an impound lot.
