Temporary Ban on Exports of Goods from Armenia, Including EAEU Countries: Decision of the Emergency Commandant

The head of the Armenian Emergency Commandant, Tigran Avinyan, has issued a decision to temporarily restrict the export of goods from the Republic of Armenia, including to EAEU countries.

According to the decision, guided by points 18 and 19 of the appendix to the Government of the Republic of Armenia's Decision No. 298-N dated March 16, 2020, it’s stipulated that:

  1. Temporarily restrict the export of goods specified in the appendix from the Republic of Armenia, including to EAEU countries. Furthermore, the export of medical products mentioned in this appendix may be permitted by the State Revenue Committee based on the written agreement of the Ministry of Health of the Republic of Armenia regarding the types and quantities of goods to be exported.

  2. Note that the transportation (export, import, transit) of all types of goods between the Islamic Republic of Iran and the Republic of Armenia is conducted taking into account the transit possibilities of the "Meghri" border checkpoint and the quantities and characteristics of the transported goods.

  3. The transportation of all types of goods between the Islamic Republic of Iran and the Republic of Armenia is carried out as follows: (a) goods subject to transloading are transloaded either within the territory of the Meghri border checkpoint or in the customs control area of "Agarak Terminal" limited liability company; (b) the transportation of goods not subject to transloading is permitted with the written consent of the State Revenue Committee, and the movement of the vehicle back to the Islamic Republic of Iran after unloading is regulated and monitored by the Police of the Republic of Armenia, considering the instructions and recommendations of the Ministry of Health of the Republic of Armenia.

  4. Permit the return of vehicles transporting cargo from the Russian Federation or Georgia to the Islamic Republic of Iran through the territory of the Republic of Armenia back to the Russian Federation or Georgia.

  5. Recognize as invalid the Emergency Commandant’s decisions No. 6 dated March 19, 2020, on temporary restrictions on the export of certain goods, and No. 12 dated March 22, 2020, on the imposition of restrictions on the transportation of goods between the Islamic Republic of Iran and the Republic of Armenia and amendments to the Emergency Commandant's decision No. 6 dated March 19, 2020.

  6. This decision comes into effect upon publication.
