Report of a Crime: Investigation Reopened in Soldier's Death Case
According to the newspaper "Zhoghvorud", it has become clear a month after the death of soldier Vahram Avagyan on January 30 at one of the Defense Army units that the law enforcement system has been inactive and has turned a blind eye to the situation prevailing in this so-called elite military unit.
As early as February 5, "Zhoghvorud" reported that prior to Avagyan's death on January 30, there was a report to the Defense Ministry hotline indicating that the son of former MP Arakel Movsisyan was harassing soldiers at one of the Defense Army units; however, they had not followed up.
Now, the Office of the Prosecutor General of Armenia has officially informed "Zhoghvorud" that a review of the criminal case materials has revealed that the investigation did not ensure the comprehensive, complete, and objective examination of the circumstances of the case, and several necessary actions to resolve the case were not performed.
In view of this, Prosecutor General Artur Davtyan has annulled the decisions to terminate the case, leading to the resumption of the criminal investigation. It should be noted that the officials responsible for the situation include Military Prosecutor Vahe Harutyunyan, Head of the Military Investigative Department of the Investigative Committee Artak Krkyasharyan, and the former military police chief Artur Baghdasaryan, who, as responsible sector leaders, were not present on-site, and their subordinates, driven by certain motives, have "closed the case," resulting in the death of the soldier.
This revelation by the prosecutor's office indicates a report of a crime concerning the inaction of the law enforcement authorities.
