What is Prohibited During the State of Emergency: Anna Hakobyan

Recently, a state of emergency has been declared throughout Armenia, which implies certain restrictions and limitations for citizens. I urge everyone to adhere to these rules, follow the guidelines, and remember preventive measures and hygiene standards. This was stated by Anna Hakobyan, the spouse of the Prime Minister, on her Facebook page, detailing what is prohibited during the state of emergency:

“The organization, holding, and participation in gatherings and strikes is prohibited. Public events with 20 or more participants are prohibited, including but not limited to birthday parties, weddings (engagements), and funerals, as well as other events classified as public by the Commandant’s instruction.

Within the military units of the Ministry of Defense, it is prohibited to receive and send parcels, packages, and letters, as well as to conduct visits (except in cases where video calls are used), mandatory leaves for conscripts and junior officers are restricted, and other activities may be limited by the Commandant's instruction.

Social services for the elderly, institutions providing childcare and protection for children, and mental health organizations are prohibited from receiving and sending parcels, packages, and letters, and holding visits.

The educational processes in state, community, private, and international educational institutions are suspended, except for those that offer remote learning possibilities.

By the Commandant’s instruction, the operation of public dining venues, trade, and multifunctional entertainment centers may be restricted in relevant communities.

Restrictions may be applied within the administrative boundaries of the respective community (communities) upon the Commandant's directive, including isolation (self-isolation) of individuals at their permanent residence or preferred location, regulation of free movement, and necessary supervision carried out over individuals, as well as sanitary and anti-epidemic measures implemented at individuals’ residences. In cases where there is suspicion of infection or detection, individuals may be transferred to specially designated quarantine locations or medical assistance organizations, inspection of transport vehicles, and restrictions on their entry and exit.

The entry into the territory of Armenia is prohibited for individuals without Armenian citizenship arriving from countries included in the list of countries with a high epidemiological tension, as determined by the Commandant, or who have been in those countries in the 14 days preceding their entry, except for representatives of diplomatic missions, consular institutions, and international organizations. The exit of Armenian citizens through land border checkpoints is prohibited, except for individuals transporting goods and if exports are not restricted by established procedures.
