During a campaign rally for "Yes" in Sisian, Prime Minister Nikol Pashinyan addressed the observation that if there have been so many positive changes in the country, with increased social spending and salaries, why do people not feel it in their own experience?

"First, people do feel it, but I want to compare this situation to that of a person with a headache. When you take headache medicine, does your headache go away immediately? Sometimes it takes 15 minutes, sometimes 30 minutes, and sometimes you need to take a second pill. Right now, Armenia is in a state where we have taken headache medicine, but the process of relieving that pain is underway. Don’t doubt that the pain will pass. Don’t let those 'noists' spread their lies about me, my family, and high-ranking representatives of the government regarding our luxuries," he said.

Responding to a suggestion from one of the residents of Sisian to ignore what these people say, Pashinyan replied, "I ignore it, and I want you to ignore it as well. The former political system benefited from citizens being impoverished, because the poorer they are, the better it is for them: as long as a person is not surprised by seeing 5,000 or 10,000 drams, he won’t vote for bribery."
