The government has decided to make amendments and additions to decision N 780-N on approving the "Criteria for Medical-Social Expertise." Given the developmental characteristics of children, the draft proposes to establish lists for which disability for children under 18 will be defined with specific timeframes.

The lists take into account a number of factors, including the progression of diseases, the age characteristics of children, the achievements of modern medicine, and more.

  1. Malignant neoplasms, including any form of acute and chronic leukemia (C00 – C97):
  2. Early childhood autism, other forms of autism (F84.0-F84.1):
  3. Scoliosis of grades 3-4, rapidly progressing, requiring long-term and complex rehabilitation (M41, Q67.5):
  4. Congenital or hereditary structural defects of the maxillofacial region (complete cleft of the lips, hard and soft palate, etc.) with a stable moderate or severe impairment of digestive function (Q35, Q36):
  5. Congenital bilateral deafness (may be cochlear implanted), bilateral functional deafness (4th degree severe hearing loss with a pronounced speech impairment), bilateral 4th or 3-4th degree severe hearing loss, ineffective use of hearing aids with pronounced speech impairment (H90.5- H91.3):
  6. Bilateral neuro-sensorial severe hearing loss of 3-4 degrees, ineffective use of hearing aids, with speech impairment (H90.5- H91.3):
  7. Childhood cerebral palsy with muscular and motor, language, and speech function disturbances of moderate severity (G80.1):
  8. Congenital deformities of the feet (clubfoot) with severe impairment of locomotor function (Q66).
