New Case of Apparent Corruption Unveiled by the Prosecutor General's Office
The Investigation Department of the Prosecutor General's Office of Armenia has initiated a criminal case regarding apparent corruption at the "Ayriun Rural Medical Ambulance Station" state non-commercial organization (SNCO).
Specifically, from January 1, 2017, to December 30, 2019, within the scope of providing free and preferential medical assistance and services guaranteed by the state, a commission established by the Minister of Health of Armenia carried out examinations at the "Ayriun SNCO" at the end of December 2019 to verify the volume and quality of services provided to the public, along with the credibility of the reports submitted to the State Health Agency of the Ministry of Health.
The documents resulting from these examinations were sent to the Prosecutor General's Office of Armenia. Upon review in the context of protecting state interests, it was revealed that the SNCO had submitted fraudulent reports to the State Health Agency containing information that plainly did not correspond to reality regarding "laboratory-instrumental diagnostic studies for the population's Emergency Medical Services", "referrals for laboratory-instrumental diagnostic studies by family doctors", and "referrals for specialized consultations by family doctors". In particular, these reports indicated a substantially higher number of conducted laboratory-instrumental diagnostic studies and specialized consultations than actually performed, leading the SNCO to be financed for approximately 5 million AMD for work not executed.
Considering that enough evidence has been obtained through the investigation indicating that an official of the SNCO introduced false information or records into official documents, composed and submitted false documents, and used his official position against the interests of service, causing significant damage to the legal interests of the state, a criminal case has been initiated in the Prosecutor General's Office under the characteristics of Article 308, Part 1, and Article 314, Part 1 of the RA Criminal Code. The investigation has been entrusted to the Investigative Committee of Armenia.
