Armenian Revenue Committee on Importing Right-Hand Drive Vehicles and Steering Configuration

The State Revenue Committee reports that on December 5, the Government of Armenia adopted a decision which amends the government decision No. 1359-N dated November 19, 2015. As a result, following the implementation of this decision, it is now possible to import vehicles with right-hand steering configuration in the framework of the customs procedure "Processing for Internal Consumption," for the purpose of processing, changing the steering configuration, and subsequently formalizing them under the customs procedure "Release for Internal Consumption."

Based on a completed transit declaration at the border crossing point, the vehicles will be transferred to the Customs Office in Gyumri (and in the case of arrival through the Armenia-Iran border, to the Customs Office in Sisian). After that, the declarant must present the declaration for the "Processing for Internal Consumption" customs procedure and the processing permit. To obtain this permit, the declarant should apply to the North Customs Administration located in Gyumri (or the South Customs Administration located in Sisian), specifying a reasonable deadline for the steering configuration change.

It should be noted that the operation of vehicles released under the "Processing for Internal Consumption" customs procedure is prohibited. During this period, the vehicles must be managed solely for the purpose of changing their steering configuration. The Armenian police will carry out enhanced monitoring to detect violators, and violators will be subject to administrative liability.

The State Revenue Committee also informs that considering the fact that since January 1, 2020, the rates of customs duties for the importation of vehicles into the customs territory of Armenia will be changing, it is also necessary to submit a preliminary declaration for vehicles imported into Armenia in 2019 and formalized under the "Processing for Internal Consumption" procedure, before December 31, 2019.
