Public Council Discusses Amulsar Issue

The Public Council held a closed working session on the Amulsar mine issue on October 4th. This was reported by the Public Council.

“All interested parties were initially invited to the meeting, including the Government of Armenia, Lydian Armenia, sector experts, as well as activists opposing the exploitation of the mine. The latter refused to participate in the meeting, citing their principled opposition to engaging in any discussions with Lydian Armenia. Later, Lydian Armenia also declined to attend the session, stating: “This week, Lydian's directors decided that the company will not participate in any discussions, research, or any other processes related to projects until the violation that has lasted for more than a year is rectified and the roads to Amulsar are unblocked.” Nevertheless, the company expressed its willingness to present its views and positions to the Council members in a separate meeting framework.

Present at today’s session were the Deputy Minister of Economy Avag Avanesyan, Deputy Minister of Environment Irina Ghaplanyan, other relevant officials from the ministry, a representative from the Ministry of Justice of Armenia, a group of environmentalists, geologists, and specialists from water resources, health, and related fields.

Public Council President Vazgen Manukyan thanked those present for attending the meeting and noted that the Council would not be taking any position today, and the purpose of the meeting is to listen to the viewpoints of all parties, which will serve as a basis for further discussions and positions.

Environmentalists and specialized experts who opposed the exploitation of the Amulsar mine presented their positions, providing arguments regarding the risks of mine exploitation, possible consequences, and contradictions related to Armenian legislation and international obligations. Supporters of the mine's exploitation presented their approaches and counterarguments. Government representatives addressed the viewpoints expressed by both sides and presented the government’s approaches.

Summarizing the results of the session, the Public Council found it appropriate to have a separate meeting with representatives of Lydian Armenia so that the Council members have the opportunity to hear their viewpoints as well. It was also decided to establish a working group within the Public Council, which will involve sector specialists. After a comprehensive study of the issue, analyzing the evidence and research results presented by all parties, the Council will formulate its position regarding the exploitation of the Amulsar mine.”
