Valeriy Osipyan Received 3 Apartments and 1 Car: Who and Why?

The former Head of the Armenian Police and currently the Chief Advisor to the Prime Minister, Valeriy Osipyan, has become the owner of 3 apartments and 1 luxury car during his 1 year and 4 months in office. Just a few months after being appointed as the Chief of Police, he moved from the Nubarashen administrative district to the Kentron community in Yerevan.

According to Tert.am, Valeriy Osipyan has close ties with wealthy businessman Armen Ginosyan, known as 'Monarch Armen,' who gifted him a white 'Lexus GX470' upon Osipyan's appointment as Chief of Police. The publication notes that this is just the beginning. First, an apartment was rented for Valeriy Osipyan on Tumanyan Street in Yerevan to prevent him from commuting from Nubarashen to work. Subsequently, with a partial payment and the donation from Armen Ginosyan, that apartment became Osipyan's property after purchasing it from one of Armenia's businessmen.

Additionally, Valeriy Osipyan has received 2 more valuable gifts from Monarch Armen—a single apartment and a house. The first was an apartment gifted to him in a multi-apartment building being constructed by Monarch Armen on Buzand Street in Yerevan (across from Saryan Post). Furthermore, Monarch Armen also gifted him a plot of land in Davtashen, where a house was eventually built for Osipyan with his own funds.

What has Osipyan done in return for all these gifts? According to Tert.am, the former Chief of Police has 'paved the way' for various criminal figures and close associates of wealthy businessmen at Monarch Armen's request, appointing representatives from his close circle to positions of authority. One notable appointment was that of Mihran Davtyan, the former head of the Economic Crimes Division of the Police's Organized Crime Unit, who is a protégé and close associate of Monarch Armen.

Since leaving the position of Chief of Police, Valeriy Osipyan has not yet submitted a statement to terminate his position at the Commission on Ethics of High-Ranking Officials.
