The proposal of the BHK deputy Naira Zohrabyan, which establishes criminal penalties for cruel treatment of animals, became a cause for tension in the National Assembly. Several questions posed by deputies sounded mocking in the ears of BHK deputies.
“For pure example, Mr. Mirzoyan, when you say it's someone's preference (to torture a cat), of course, one can endlessly bring such examples, but one must keep in mind that the subjective side is vital, what his intention is directed towards. If someone wants to perform a ritual slaughter and says, 'I want to pull out a sheep's eyes with tweezers before slaughtering it,' it is natural that at that point, the slaughter is no longer relevant and his cruelty is evident,” BHK deputy Gevorg Petrosyan responded to the criticisms.
He also mentioned that concerns about legal certainty are irrelevant because, in any case, full certainty cannot be guaranteed. He hinted that they will also make accentuations of certainty when authorities bring laws to the NA to punish those associated with criminal subculture.
“Mr. Petrosyan, what kind of fuss was that, excuse me? I see genuine concern in all your questions for a law that is crafted as well as possible to address the issue at hand, so that there won't be, so to speak, ‘loopholes’ for a person to demonstrate their cruelty and every time say, 'Wait a minute, excuse me, it was ritual,'” Ararat Mirzoyan countered him.
The NA president also commented on all of Petrosyan's speeches, stating they come off as a bit of a fuss. Mirzoyan said that sometimes this is necessary and appropriate, but it is not fitting in the general sense.
