Hraparak: The One Leaking Information from the Constitutional Court is Arman Dilyanyan

The internal workings of the Constitutional Court have always been shrouded in secrecy. Since its establishment, the court's president, Gagik Harutyunyan, was accustomed to working behind closed doors. It is said that the judges only saw draft decisions in the consultative chamber, often unaware of what they were voting on. Many judges found this beneficial, although some protested, yet no one spoke out publicly.

With the arrival of Hrayr Tovmasyan, some things changed, but the inner workings remained inaccessible during his tenure, even to court employees. However, the situation changed somewhat with the introduction of Arman Dilyanyan and later Vahe Grigoryan at the Constitutional Court. Notably, Arman Dilyanyan's election as a judge is said to have been significantly influenced by his long-standing close relationship with Hrayr Tovmasyan.

As the saying goes, "no good deed goes unpunished." Now, leaks from the court's inner sanctum have increased, and given that Vahe Grigoryan is not participating in the court's activities, the main source of internal information leaks remains Arman Dilyanyan. Recently, discussions, proceedings, and even internal discussions have been shared with remarkable precision with the public, becoming the property of H1, Radio Liberty, and 1in.am.

At times, verbatim information from the court's discussions, individual judges' positions, and more have been disseminated. That Arman Dilyanyan has certain expectations from the new authorities and has established warm relations with the self-proclaimed 'President of the Constitutional Court' Vahe Grigoryan is spoken of as an open secret within the court.

Arman Dilyanyan is also a protégé of Vladimir Vardanyan, who entered the National Assembly under the quota of Ararat Mirzoyan, the former head of the court's staff, who has taken on the role of defending Vahe Grigoryan in the Assembly, a task even My Step member Nikolay Baghdasaryan smoothly distanced himself from. During court discussions, there is an impression that it is not Arman speaking, but Vahe Grigoryan through Arman Dilyanyan's words. Nonetheless, there are concerns within the court that Vahe Grigoryan will not stay long; it is rumored he has serious issues with Nikol's team, and the factions pushing Vahe forward have historical ties to the Ter-Petrosyan wing and Sassna Dzrer, with whom Nikol also currently has issues.

Regardless of how the Constitutional Court conundrum resolves, insiders believe that ‘Vahe is on his way out, while Hrayr remains.’ One subtlety: before Vahe's arrival at the court, Arman was deemed one of Hrayr's closest allies, but this can now be said with significant reservations.
