Officials of 'MULTI GROUP CONCERT' Fined for Violations Detected in Abovyan
On July 1-2, 2019, experts from the Geodesy and Land Use Control Department of the Republic of Armenia’s State Urban Development, Technical and Fire Safety Inspection conducted inspections in the Abovyan community of Kotayk Province. The inspections were carried out based on the provisions of Article 41 of the RA Land Code and the law on 'Control over Land Use and Conservation,' following a letter from the Kotayk Provincial Administration.
According to the press service of the inspection authority, during the verification of documents and on-site inspections, it was revealed that a land plot of 0.378 hectares, owned by 'MULTI GROUP CONCERT' LLC for residential development, had been exchanged for community-owned plots of 0.08175 hectares, in accordance with a decision made by the Abovyan community council, where multi-apartment residential buildings are under construction.
It was also found that, based on GPS surveying, the community-owned plot of 3.361 hectares designated for residential construction and the 0.378-hectare exchanged community property along with community-owned public construction plots of 0.055 hectares are also undergoing construction of multi-apartment residential buildings by 'MULTI GROUP CONCERT' LLC.
Furthermore, it has been established that the company is constructing 13 multi-apartment residential buildings on land parcels identified as community-owned public and residential construction lands owned by several citizens.
According to a decision made by the head of the Abovyan community on May 23, 2019, administrative fines were imposed on the responsible official of 'MULTI GROUP CONCERT' LLC. However, despite the application of fines, construction activities did not cease, and as of the verification by inspection staff, the construction work continued, with violations remaining unrectified.
In light of the above, the inspection authority has approached the Prosecutor General's Office to address the matter in accordance with the law and to hold the responsible officials accountable.
