Charges Filed Against Director of Yegvard School for Misappropriation Amounting to Nearly 3 Million Dram
The investigation into cases of misappropriation at the "Yegvard Number 1 High School" has been completed by the Kotayk Regional Investigation Department of the Republic of Armenia.
The Investigative Committee of Armenia reports that during the investigation of the case, it was determined that the director of "Yegvard Number 1 High School," who has held the position since 1996, misused his official position, acting out of self-interest and personal motives, by exploiting the powers related to the entrusted property and committing several violations from November 2010 until July 2017.
Specifically, the director employed various individuals who did not attend work, yet each month he signed and stamped official documents filled with obvious false entries serving as the basis for salary calculations.
According to the investigation data, other individuals performed the work instead of those mentioned, and the salaries withdrawn from the budget of the organization were allocated to these individuals instead of the non-attending employees.
Moreover, during the period from 2014 to 2017, not only were salaries withdrawn in the names of those who did not attend work, but unjustified amounts were also transferred from the state budget as social package beneficiaries, causing property damage to the state's legitimate interests.
Information has also been obtained indicating that the director illegally issued and misappropriated funds from the budget of the organization as parental leave payments in the names of female employees.
Subsequently, under conditions of a female employee’s non-attendance, the director prepared and provided certificates regarding her employment at "Yegvard Number 1 High School" to obtain funds allocated by the state budget for working mothers with children under two years old, thereby registering her as a beneficiary.
Additionally, in cases where certain employees were absent from work, the director signed and stamped wage calculation documents, based on which funds were calculated as salaries and withdrawn from the budget, which he misappropriated.
The preliminary investigation has established that the total damages caused to the state amounted to 2,994,276 AMD, which has been fully restored by the school director during the investigation.
Based on the evidence collected during the pre-trial proceedings, charges have been filed against the director of "Yegvard Number 1 High School" under Article 179, Part 2, Clauses 1 and 3, Article 308, Part 1, and Article 314, Part 1 of the Criminal Code of Armenia. A signature not to leave has been chosen as a measure of restraint for him.
The completion of the investigation has been announced, and the criminal case has been sent to court with an accusatory conclusion.
