109 Million Gift to Pstikyan from Hayk Marutyan
A document has come to light that reveals a lavish gesture made by Yerevan Mayor Hayk Marutyan to Edgar Pstikyan, with whom he has very close relations. On March 11, 2019, Marutyan signed a contract with the 'Psto' and 'Vitas' consortium, allowing them to supply 109 million drams worth of georginia, soldier's sorrow, and petunia seedlings to the Yerevan municipality.
In a competition involving three lots, two other companies, 'Artemis' and 'Siranuysh', also participated; however, 'Psto' was deemed the winner as it offered lower prices in all sub-tenders.
At first glance, it seems justice has prevailed, with the municipality conducting a competition with multiple participants and rewarding the company that proposed the lowest price. But this is only an initial impression, as the sole founder of this company, Edgar Pstikyan (whose participation has been suspended according to the state registry), is closely connected to the mayor.
