No negotiations on Artsakh issue, only exchange of ideas: Secretary of the Security Council
We can sit down with Azerbaijan and discuss the existing problems on various issues, but when we start putting things on paper and developing mechanisms, it will not happen without the participation of Artsakh.
This was stated by the Secretary of the Security Council of Armenia, Armen Grigoryan, during the Public Television program "60 Minutes."
According to him, there have been no negotiations regarding the Artsakh issue until today; only an exchange of ideas has taken place: “These can continue as long as we see that the participation of Artsakh is possible, and that’s how we will move forward.”
Regarding the question of adopting the “Madrid Principles” as a basis for negotiations, the Secretary of the Security Council referred to Prime Minister Nikol Pashinyan's statement made during an SC meeting, noting that there are misconceptions regarding the “Madrid Principles.”
“We have refrained from interpretations; we have said, let’s sit down, clarify what we understand by saying ‘Madrid Principles.’ Azerbaijan states that the issue must be resolved only within the framework of Azerbaijan's territorial integrity. We understand that the surrender of Artsakh will never happen. When we clarify that, we will have a position as well,” he added.
