What Fate Awaits the Ministry of Diaspora

The Office of the Prime Minister of the Republic of Armenia will have a special envoy for diaspora affairs, who will act as the representative of the Prime Minister's Office in relations with the diaspora. This was stated by Prime Minister Nikol Pashinyan during a meeting with the Armenian community in Germany’s Cologne, as part of his official visit to Germany, while addressing a question regarding the Ministry of Diaspora.

“The functions of the Ministry of Diaspora need to be redistributed. The special envoy will have no duties other than gathering issues related to the diaspora, proposing solutions, and implementing those solutions through the Prime Minister. Therefore, we have thought about distributing the functions of the Ministry of Diaspora according to sectoral ministries,” said Pashinyan.

Presenting the goal of optimizing the government structure, the Prime Minister emphasized that each function must be handled by one body. “For example, the Ministry of Diaspora has always sent textbooks for Armenian educational institutions abroad, but the training of diaspora teachers was conducted by the Ministry of Education and Science. Often, we find ourselves in situations where teachers are trained under one ministry's program while receiving textbooks from a different ministry. This results in the ineffective use of these textbooks and training of teachers. The one responsible for education must be the Ministry of Education and Science. Due to this, we are implementing one policy for Armenian education in the diaspora, while in Armenia, we have another. The same applies to the field of culture,” the Prime Minister noted, emphasizing that the cornerstone of the policy should be to bring together the identity of Armenians in the diaspora and in Armenia.
